We can assume that various aliens visited Earth in the past. This accounts for folklore and mythology regarding anything from succubi to ley lines.

For the purposes of this game, we assume that it was part of the deal when the Campus was set up, that aliens would no longer be allowed to visit the planet. Humans are generally aware that alien races have been located a long way away, from the tales brought back by those few who go into space. But they are not mentally prepared for those aliens popping up on Earth. And given the xenophobia with which humans generally treat other members of their own race, this is not surprising.

This is one of the major aspects of the treaty since Earth government doesn't want either witch hunts for 'aliens disguised as humans' and nor does it want reports of any actual alien visitors being nailed up on burning crosses to create interstellar incidents with powerful alien races.

The Campus is the carrot and the ADD is the stick in making sure individual aliens stick to the arrangements made between various alien races and the Earth government. So while your monster may have visited Earth in the past, they haven't done in about the past 15 years and they won't be doing in the future.

What about the sightings people claim on seeing today? Mostly concerning the fly-by's.

I'm not going to get into the fact that 99.99% of UFO sightings happen to people who don't happen to own cellphone cameras and sidestep that topic quite neatly.

The current Campus/ADD roleplay takes place about 30 - 40 years from now. That explains as-yet unknown events which allow some students to have magical powers, for example.

Therefore simple maths will tell you that the treaty has not actually been signed in 2010 and no doubt some of those sightings are genuine, but cannot be connected to roleplay events except historically.
