It could be that Fafner was getting her ready or use to her position by granting her someone that could relate to a situation of captivity on a similar level. With Raven the Neko and human spirits were different. The Neko were more inclined to serve though.

"Which of course if a shame cause i dont know how to tell if say.. you ae under the infulince or not.. i dont want to start expermenting.. cause.. i would hate to make it worse.. or.... something like making you need to say nuzzeling my neck every time.." she shakes her head again as she contunes to look at her considering breafly for a moment.

"Makes me wonder if these.. mentals stuff would work on raven" she poinders and hmmms softly to herself as her fingers contune to stroke ama softly.. allmost like she wasnt even aware she was petting the girl.

“Yes, she was testing it out. I was still getting into the right position where she would consider you but was hoping to get your attention. My Mistress at the time had not been having me assail unattended slaves though without a Master present she would have passed up on the opportunity.”

So, yest she was being forced but to a certain degree. She considered her Mistress' words. “They may work on Neko's. As long as they are not doing anything that affects their Master … she will be stronger willed. A Vulpine has no mental defenses so there is nothing that we have no defense against.”
