This is just my observation, but those measurements for hips and waist must be diameter. Otherwise, if those figures are giving circumference as is standard, them the woman is freakishly thin. If you're going for small I wouldn't push lower than 20 inches for the waist, which itself would be remarkable.

Yeah, and the hips... that is just way, way too thin as well. The average hip measurement is between 34 and 38 inches.
